In this document, the Communist Party of Peru explains its theoretical conception of the Three Instruments of the Revolution based on the teachings of Chairman Gonzalo. Those Instruments are The Communist Party, The People’s Army, and The United Front, which act together to further the revolutionary struggle in both the Urban and Rural areas. Briefly, the PCP argues in favor of the universal character of the military strategy of the People’s Protracted War. The Peruvian Revolutionaries criticize both the insurrectionist concept known as the “October Road” and the concept of surrounding the cities from the countryside without struggling inside the cities. Instead, they offer a strategy of Unified People’s War, fighting both inside the cities and outside, consistently maintaining the principle of fighting alongside, and with the active support of the people.
